Custom mailers can be best utilized to notify webmasters of your own editorial reasons.

For example: You can create a custom mailer to explain to webmasters why their link was not approved. Or create a custom mailer explaining to webmasters why their link has not been approved yet (unable to access their site or similar technical reasons).
